1. how many a program can offer during a given recruiting season

2. how many scholarship players a program can have, total

I played college football. I was a 4 year starter d1aa. We had about 16 scholarships a year. Division 1a has a whole lot more. Not sure about basketball though. Hope this helps. When I was playing it was 7 athletic scholarship over a two year period. In other words if they use 5 one year they only have 2 the next to use up. This was over a decade ago so maybe they changed it a bit with the new draft rules
